S&P: Tomsk Oblast on watch

Standard & Poor's said it placed on Creditwatch with negative implications its B+ long-term issuer rating, ruA+ national-scale credit rating and ruA+ issue rating on the Tomsk Oblast, which is located in Western Siberia, in the Russian Federation.

The Creditwatch placement reflects the potentially higher risks posed by the oblast's need to borrow until the end of the year to fund its capital program and to refinance its debt obligations in the currently fragile Russian market environment, the agency added.
