S&P rates Qwest notes B+

Standard & Poor's said it assigned a B+ issue-level rating and a 6 recovery rating to Qwest Communications International Inc.'s proposed $500 million senior notes due 2018. The agency also said it affirmed its BB corporate credit rating.

The outlook is negative.

The negative outlook reflects the secular pressure on the company's core wireline business, S&P said.

The ratings reflect the secular decline of the company's core wireline business, a debt-to-EBITDA ratio of 4.0x and significant debt maturities, the agency said.

Tempering factors include solid cash flow generation, which provides good liquidity, S&P said.
