S&P rates Lviv B+

Standard & Poor's said it assigned its B+ long-term issuer credit rating and a uaAA national-scale rating to the Ukraine City of Lviv. Ukraine is rated foreign-currency BB-/stable/B, local-currency BB/stable/B, national-scale uaAA

The outlook is stable.

The ratings reflect the city's low financial flexibility, high infrastructure needs, operating-expenditure pressures and low wealth levels, S&P said.

Offsetting factors include Lviv's modest debt accumulation plans and moderate financial performance. The city's rapid economic development, which is driven by its importance as one of western Ukraine's commercial centers, further supports the ratings, S&P added.
