Moody’s rates Landesbank Saar A2

Moody's Investors Service said it assigned an A2 long-term issuer rating and P-1 short-term issuer rating to Landesbank Saar.

The outlook is stable.

All other ratings were unaffected.

Moody's said the assignment of the A2 long-term issuer rating reflects: (a) The bank's ba1 baseline credit assessment (BCA) and baa2 adjusted BCA; (b) the results of Moody's Advanced Loss Given Failure (LGF) analysis; and (c) the agency's unchanged assumption of "moderate" government support, resulting in one notch of rating uplift for Landesbank Saar’s long-term issuer rating.

For the A2 issuer ratings, Moody's said its LGF analysis – which takes into account the severity of loss faced by the different liability classes in resolution – indicates a very low loss-given-failure, leading to two notches of rating uplift from the bank's baa2 adjusted BCA.
