Fitch rates Kirov BB-

Fitch Ratings said it assigned BB- long-term foreign- and local-currency ratings to the Kirov region.

“Kirov's socio-economic profile has historically been weak and its gross regional product (GRP) per capita is about 65% of the national median. This leads to a moderate tax base and together with the overall sluggish national economic environment, limits prospects for growth of the region's tax base,” said Fitch in a news release.

The outlook is stable.
