Moody's: Kyiv, Kharkiv outlooks down to negative

Moody's Investors Service said it changed the outlooks on the B2 foreign and local currency issuer ratings of the Ukrainian cities of Kyiv and Kharkiv to negative from stable.

Moody's said the changes are in response to its decision on Dec. 15 to change the outlook on the Ukrainian government's B2 foreign and local currency bond ratings to negative from stable.
