S&P ups Kansas City water bonds to AA+

Standard & Poor's said it raised its rating on Kansas City, Mo.'s water revenue bonds to AA+ from AA and assigned that rating to the city's $206.36 million series 2008B water revenue bonds. The outlook is stable.

The upgrade reflects the system's improved financial position, with maintenance of good liquidity levels while addressing a large capital plan, S&P said.
