EL SALVADOR (Ba1/BB/BB): Benchmark dollar-denominated 10-year notes; Citigroup, JPMorgan; Rule 144A/Regulation S; roadshow ended Nov. 19 on U.S. West Coast; proceeds for refinancing; price talk at 7.625% to 7.75%.

ICICI BANK LTD: $500 million to $1 billion senior unsecured fixed-rate notes due March 2015 (Baa2/BBB-/); Bank of America Merrill Lynch, Credit Suisse, HSBC; Rule 144A/Regulation S; proceeds for general corporate purposes; price talk at Treasuries plus 350 bps; commercial bank based in Mumbai, India.

NOVEMBER 23 WEEK

POWER SECTOR ASSETS AND LIABILITIES MANAGEMENT CORP. (PSALM): Up to $600 million of dollar-denominated guaranteed global bonds due 2024 (Ba3) for cash; part of exchange offer for existing debt; Development Bank of the Philippines, Morgan Stanley & Co. International and UBS AG (joint books); spread, coupon and principal amount for new bonds to be announced on Nov. 23; also up to $600 million of global bonds due 2024 to be issued in exchange; proceeds from the cash sale will be used for general corporate purposes, including servicing payments as part of contracts with independent power producers; Manila, Philippines-based government-run power company.

GULF INVESTMENT BANK: Expected dollar-denominated bonds or sukuk offering; Barclays Capital, GIB Financial, HSBC, UBS; timing and structure to be determined.

FIRST GULF BANK: Expected bond offering; BNP Paribas, Citibank, Deutsche Bank, HSBC; timing and structure to be determined.

DOMINICAN REPUBLIC: Expected benchmark dollar-denominated sovereign global bonds; Barclays Capital, Citigroup; timing and structure to be determined.

IRAN: €1 billion of global bonds; to help finance development of the South Pars field, its largest natural gas field; expected by December.

ISLAMIC DEVELOPMENT BANK: Bond deal; BNP Paribas, Deutsche Bank, HSBC; Jeddah, Saudi Arabia, financial institution.

ROMANIA: Benchmark-sized euro-denominated bonds; Deutsche Bank, EFG Eurobank, HSBC; expected 2009 business.

SLOVENIA: Euro-denominated benchmark-sized bond (Aa2/AA/AA); HSBC, RBS, Societe Generale, UniCredit Banka Slovenija (joint books).
