DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA: $500 million global bonds due 2014 (//B+); JP Morgan, HSBC, RBS Securities; price guidance 7¾% area; books closed Wednesday afternoon.

BANCO PANAMERICANO SA: Dollar-denominated senior unsecured notes due October 2012 (Ba2); Banco Bradesco BBI, Banco Espírito Santo de Investimento, Banco Itau; Regulation S; Sao Paulo, Brazil-based bank; yield guidance 7¼% to 7½%; roadshow ends Oct. 16.

STATE BANK OF INDIA: Benchmark global bonds due 2014 (Baa2/BBB-); Barclays Capital, Citigroup, HSBC, JP Morgan, UBS AG; Regulation S; state-run Indian bank; roadshow Oct. 14 in Singapore Oct. 15 in Hong Kong, Oct. 19 in London, pricing to follow, subject to market conditions.

OAO SEVERSTAL: RUB 45 billion five-tranche bond program; two tranches of RUB 5 billion, two tranches of RUB 10 billion and one of RUB 15 billion; maximum tenor of each tranche is three years; expects to place first tranche in September; to refinance debt and for general corporate purposes; Citi and Raiffeisen are joint lead arrangers; Cherepovets, Russia-based steel producer.
