Stone & Youngberg announces promotions in public finance, taxable sales

Knoxville, Tenn., March 10 - Stone & Youngberg announced it has promoted several of its staff in the company's public finance and taxable sales groups.

The company said in a press release that has promoted public finance bankers Mike LaVallee and Sara Oberlies to managing director and Ken Holman and Anna Van Degna to vice president. Doug Frigon was promoted to director in the firm's taxable fixed-income sales group.

The promotions span across the firm's California and Arizona offices.

Oberlies, promoted to public finance group managing director in the firm's Los Angeles office, has more than a decade of experience in public finance. She began her career as a policy analyst and lobbyist.

Oberlies specializes in tax increment, land-secured, water and wastewater enterprise and general fund financing.

She holds a bachelor's degree in economics and applied statistics from Syracuse University, as well as a master's degree in public sector financial management from the University of Maryland.

LaVallee, promoted to public finance group managing director in the firm's Phoenix office, has more than 12 years expertise in public finance in the state of Arizona and manages various public finance accounts.

He is a graduate of Arizona State University with a bachelor's degree in finance.

Frigon, promoted to director in the taxable fixed-income sales group, is based in the firm's San Francisco office. With 20 years industry expertise, Frigon has been with Stone & Youngberg since 2004 and is responsible for mortgage-backed security trading, including commercial mortgage-backed securities, asset-backed securities, collateralized mortgage obligations and passthroughs.

He has a bachelor's degree in industrial design from the University of Kansas and a master's in business administration from Pennsylvania State University.

Holman, promoted to public finance group vice president in Stone & Youngberg's San Diego office, joined Stone & Youngberg in 2001 after serving in the City of Laguna Hills' city manager and finance departments and working as a civil engineer associate in the private sector.

He holds a bachelor's degree in civil engineering from the University of California at Irvine and a master's of business administration from the University of Southern California.

Van Degna, also promoted to public finance group vice president, works out of the San Francisco office and has a decade of expertise in the financial services industry. Her experience includes general fund, enterprise revenue, land-secured and redevelopment financings for cities, public agencies and non-profits throughout California.

Van Degna is a graduate of Cornell University and holds a bachelor's in hospitality administration.

"It is of great benefit to the firm that Stone & Youngberg continues to attract and retain the industry's top talent."
